Hi is there a way of making a created person have certain attributes such as vision:20 or such using the editor, i have noticed that the current ability changes this, could you lot help

If the player's attributes are lower then the edited nbumber it's probably due to the CA/PA not being high enough to support all the attributes you've entered. My suggestion - raise the CA/PA or lower other attributes.
Remember that a player with CA=200 will have an average attribute of ~17 & not 20.

If all else fails, you can use one of the realtime editors (FMM is good) to change players after you have started the game (search on this forum for specifics).
