Is there any way I can change the number of teams in a league on FM Editor or is there a download that can update the new Conference National System?

I think it changes after the first season anyway, but i'm sure there is another thread on this somewhere else so do a search and you should find more threads with an answer to your question.

You cannot edit the number of teams in any competition in both fm05 & 06 (and most likely 07, 08, 09 .... etc.) as the rules are hardcoded
