I decided to have a look in Brazil`s U-21 squad, and found Silva.

Is he good enough for Arsenal? I think he is but want to know if im right.

Do a scout report on him with a couple of different scouts and see what they say. If they say that he's playing close to his full potential then avoid him. If they dont say that, then get him and put him on a vigorous aerobic training schedule to improve his pace and acceleration. Any striker who's got that so low is not worth it imo. If you can get both those stats upto atleast 13-14, then he'll be good to play in the league. Else, no chance.
