Well in this exceptional situation you may use the player search until you have one I guess, or...you could simply do the scouting yourself, i.e. looking at Avr for players in your Div for example, and watching the ones you like play and decide from that.

Try trialling some players and getting your coaches opinions.
Don't use the player search.

What do you think's realistic, fella? If it feels real and you don't have to ask yourself "Is this dodgy...?", then do it 'til you find a scout.

The official rules clearly state that in exceptional circumstances the use of player search is permitted sparingly,though I don't promote it,its a matter of personal preferance and need, e.g. your 1st choice keepers died and you've got a game in two days and all you reserves and under 19s have been struck down by flu for example.
Otherwise trials I guess, a bit of personal scouting here and there....

I don't really see a problem with Player Search, as long as you keep the filters realistic.
When I was at Oswestry Town for 8/9 years without a scout I used to play friendlies against non-league teams, or (in more desperate times) watch other matches, by selecting View on the fixtures screen. That way you uncover the stats of a few new players, and in a pretty realistic way IMO.
The other way is to look at who the best average ratings or top scorers are in your division, which will show plenty of players you've already played against who won't appear in the Player Search screen anyway.

It all depends on how much of a zealot you are.
I personally don't condone using player search.
If a player comes available, you could offer him a trial.
You probably have players on your shortlist. Stick to trying to sign them. There are other options.
If a player is mentioned in the press and you find his contract is up soon, I see no reason to avoid trying to sign him.
You will eventually sink or swim with this team.
If you sink, the next club will work better.
If you swim, scouts will want to join.
Following player performances personally is another way (watching games that he plays in etc).
