Depends on the country. Spain and Italy for example switch teams around. In Germany there is no switching, teams are set for either South or North and won't ever go somewhere else. So, say if four teams from the North get relegated, the Regional North would have more relegations that year, and in the south there would be even no relegation at all.

I think I remember teams being switched around before but it's definetely not standard procedure.
