Yes you can buy players from outside Belgium and from higher leagues.
But like J Hamilton said The rules for 3rd division is different to protect them better.
Always buy players from lower or same division before June, once this date is expired then you can only buy from 1st and 2nd division and foreign.

I bought a free player and it had the same problem maybe because I gave him a youth contract. And I am currently promoted in the 2nd division. I bought 5 players on the same time. This looks like a bug.
