I'm currently managing in Holland and had sent my scout (he has high JPA JPP stats) to spain, he found two players who he recommended as potential 6 start players after some negotiating I got these players to my club and they instantly became potential 4 star players, even the guy who scouted them had changed his mind on them. The scout reports were only a few days old.
I'm aware the potential ratings can fluctuate but surely this is a bit drastic?
At some point a scout told alex ferguson that kleberson and djemba djemba were world class (or potentially so) players. I think all the current version of FM does is reflect the inaccuracies of scouting realistically.
I know it's frustrating, but in future, try and have several scouts look at players over several games (as they would IRL) in order to build up a more complete picture.
Similarly, it's entirely possible you coaches are wrong.
I could maybe understand if the scout had low JPA & JPP but not for scouts with high stats.
I just can't believe that this should be acceptable as part of the game !!!
If so then you should be able to sack the scout without compensation for breach of contract or at least give a warning as I'd expect the lord effing god almighty (Sir Alex) would have done to the guys who recommended the two donkeys you mentioned.
You might as well just not scout them at all and buy them in the hope that they turn out OK.
Whats the point in having scouts with varying degrees of reputation and knowledge if they can't be relied upon?
Mind you having said that I have strikers with high finishing stats and high composure yet they can't hit a barn door with a beach ball and goalkeepers with high handling who can't catch a ball !!
Maybe the next patch will fix the niggles.
Of course you could just get miniscout and check the actually ability of your staff ?!?!? (shhhhhhh did i say that ?!??!!??!)
players can have blinders for a few games irl, then turn into above average players for the rest of their lives. maybe these players had an 8/9 match rating when the scout saw him. it's happened to me before.
and maybe the 6 star rating was based on potential rather than CA.
This normally happens to me when I sign a player I have only scouted 1-2 times rather then 3+ times where the scout gives a more accurate rating.
Your coaches also don't seem to give a very accurate rating of players the instant they join any more. They change their minds every few months and hopefully they get more accurate the longer a player is at the club.
I do use my scouts often, as much for the increase in the "knowledge base" by sending them off around the world.
I never take scout reports at face value and sometimes do a little scouting myself by attending matches.
With the combination of reports from 2 or 3 different scouts, plus my own assumptions of whether the player will work well in my team or not, I'm then able to make a decision.
I go mostly with my own instincts because I have signed players before that my scouts don't rate highly, who have turned out to be wonderful players.
Leading on from this, I have recently pondered how the AI of scouts and coaches can accurately tell you how well a player fits in with a custom made tactic.
I can understand a staff member's accuracy when it comes to default tactics, as the game so to speak, "understands" these defaults fluently. It's difficult to understand how the pre-programmed AI can "understand" a user-made tactic well enough to advise how suitable a player is however. Maybe someone from the dev-team at SI can give some input regarding the flexibility of the AI in this respect.

Yeah, must agree with you comments that relate to accurately telling you if a player fits into your tactic.
On FM07, i played with no wingers - and yet every single week, my scouts would tell me "you know, that cristiano ronaldo isn't bad" - they just didn't seem to grasp that no matter how good he was, he wouldn't fit in my team.
I think all the scouts did was compare him to my best RW (some hopeless youth type) and decide that ronaldo was much better...
