I think they also take into account the potential ability of a player relative to your own team. One of my scouts happily gave Micah Richards a lot of stars when I was in Liga BBVA and when I scout him again, he gets less.

Scout reports inaccuracy makes it's more fun but upsetting for this game. I was tracking a right winger for a season having scouted him over 10 matches with 6 scouts, the current star is 2 but potential 4 stars (which are good enough for being a backup). I eventually signed him on July 1st. He arrived and the coach reports were still looking good at 4 stars for a few days. Then a week later, his potential stars dropped to 3 including scout reports.

I was totally upset with that since I spent time sending many scouts (even with 20/20 A/P) to watch him for months. It's really hard to find a good English regen and I was really happy to see one but it turned out to be bad ;( My domestic players biased will never be more than 1... lol
