Hiya, i dont suppose anyone knows how to create skins do they, help would be appreciated thank you.

It's not really an easy question to answer. Skins can range from very simple to very complex. You can create a skin that will simply reload a specific skin or do nothing but change the font or the text colour.

Some other skins replace every single graphic in the game and move things around and even make their own button classes.

The best starting point is to try replacing some of the graphics (in your own skin, not the ones that are there!) and take it from there.

It really depends what it is you want to do.

There is no one program either.

To make your own graphics you will need a graphics program like Photoshop, Fireworks or Paint Shop Pro.

To edit xml files you can do that with Notepad.
