In the screenshot you seem to have a shortcut to the files rather than the files themselves.

You need the actual graphic files in that folder.

You do know the basics of files etc in Windows?

You need to copy the contents of your background pack into:

CProgram Files\Sports Interactive\Football Manager 2006\data\graphics\backgrounds

Not a shortcut but the actual files. If you aren't sure on basic copy and pasting of files then I'm not sure how much I can help.
