I want it to replace the Welsh Leauge. Also, is the African Champions League in the Game?

You can't just replace leagues with leagues, I'm afraid. You'd have to swap all of the Ivorian teams with Welsh teams.

a) I have a league "creation" (for lack of a better word) guide around here.
b) the welsh league should never be used as a league to swap with because of the welsh premier cup (the 6 exile clubs participate... this cannot be changed).
