The minimum release clause isn't strictly the minimum amount that you can offer and, potentially, buy a player for.
A player with a clause value of 10's of millions can go for a fraction of that price if the club allow it.
But, a club can also refuse, unless another club matches the minimum release clause, in which case, the club is contractually obliged to allow the player to speak to the bidding club as the clause is activated.
There are plenty of cases where clubs waive the minimum release clause and allow players to go for less than the clause value, but it's more of a safety net for a club, following the Bosman ruling, to try and ensure a player will stay with the club for the full length of his contract, thus guaranteeing some form of loyalty in the modern footballing era.

Is that even close to real life figures, I mean pounds makes him worth nearly three times that much is Oz dollars.
How do people get these players (without cheating that is)?
I thought the gunners had a healthy transfer budget of 24 million pounds but obviously not, i think Chelsea start with about 150 million?

I think in some nations, like Spain, it is obligatory for all players to have a minimum release fee clause written into their contract.
So clubs, like At. Madrid with Torres, set it very high so they do not get other clubs bidding at the clause fee to buy him. (Although that wouldn't stop Chelsea )
That would make sense. Teams who had these Spanish players as long-term targets would just accumulate cash and then spend it all on that player. Makes sense tbh.
I bought Torres in my first season from Athletico to Man Utd (sold players) for £55 million. So you can get them cheaper. I think the game doesnt realise that £30 million is a lot of money and many clubs would sell key strikers for that price.
