I always see it that way: if some club comes in with a bid for a 0€ rated guy, and the bid is higher than the requested amount, they most likely think that they better offer more in order to outbid potential rivals.

Of course, my players I sell are crap so nobody else is interested, but hey - when they want him, they might as well think that he's class.

the sell-on clause is 20% of the _future_ fee.

And 20% of 0 are exactly 94 €. I couldn't explain otherwise how my transfer kitty rised exactly to this amount.

I think that your board have given you your x % of player sales to go to your transfer budget. As far as I can tell they assess the 20% sell on fee on the "value" of the player rather than the asking fee and then consider you to have brought in that much as the value of the transfer when it occurs.
What they'll do if/when you actually get a sell on fee I have no idea, because all the players in 03-04 I've ever managed to get a good sell on fee for have subsequently moved on Bosmans and cheated me of my cash.
