I admit to using it at times, only because the regular scouting method is so shabby in 03/04. I sort of liken it to getting a general idea of who's playing out there. If I am really interested in a player I send a scout to watch that player. I agree that too many results are returned, but I have also noticed that many of the players have only partially unmasked attributes.
The other factor that goes into the decision to scout competitions for me, is the quality of players my scouts look at on a mission. An example is my current Stranraer game, where I've managed to squeak into the SPL (and get hammered soundly game in and game out

). Scouts still look at players that are much more fitting for 2nd or 3rd division side. They don't seem to take into account a decent transfer budget or wage scale, so I still get reports on a lot of players that wouldn't earn a place in the reserves, let alone the first team.
So with all that said, the scout competitions is imperfect and open for abuse, but the regular scouting is riddled with problems as well. I suppose the best approach is to handle it in a realistic and restrained fashion: scout only those competitions where the players are affordable for your side, and at a parallel level of quality, and then use scouts to follow up any players that pique your interest.
