I would consider it realistic to scout any division of your choice within the countries you can scout with the SYB/SWYCT guideline.
Of course, it's extremely unlikely you'll be able to sign anyone from a higher division, so it would be a rather pointless exercise.

technically why not allow all competitions in a country, realisitically whose going to be able to sign a premiership player? and if they are then its only going to be a youngster on loan, which is quite realistic IMO |

I just think its hard to specify specific divisions to scout outside your own country unless you scout all of them because its not very realistic. I doubt clubs send scouts overseas to look at Serie C2, but don't look at C1 or B whatever you do. |

I haven't investigated searching the higher divisions.
If they only recommended realistic targets for loan or sale, I would consider it worthwhile

When I scout higher division's it is only to find potential loanee's as I dont like using the player search function
How do you lot find your loanee's?

There is an option in CM, where you can ask your assistant to filter out unrealistic players. Actually, it's in the player search screen, and its use is kind of gray area to me.

I do use that, but I also turn it off and have a look for myself because some uninterested players can be lured by filthy moolah, just like in real life |

I have resisted the temptation to use the player search screen, even with the assistant manager option enabled.
It could be argued that this filter provides players with local, national and international reputations that would be known to a manager and staff of a team in a particular region. This may be fair enough, provided once again a scout report, preferably positive, is obtained prior to signing.
In real life, not many clubs would sign a player without scouting to ensure the player is not over-rated or carrying a long-term or career threatening injury etc.
