The league layout I saw was that some areas had other leagues kind of "in between" the Oberliga and the Regionalliga. Of course, that could be totally misrepresented, but that's just what I saw. And your explanation didn't do a whole lot to set things straight in my mind
It seems kind of like our NHL type stupid, where the three division leaders get the top three seads in the playoffs, regardless of their point totals.
