Nice to see people not staying on topic
To actually put this back ON topic, I tend to do a bit of both, non-playing staff will be a mix of who I want, and who was already there. I never totally replace a coaching staff, I keep at least one familiar face, even though it probably does nothing, just one of my quirks.

Isn't the off-topic thread the only one around here that actually stays on-topic?
I don't think I've ever sacked a staff member immediately on joining a club. I don't tend to move enough to drag an entourage around with me, and I'm too nice to summarily dismiss the current coaches. I usually work on a policy of attrition and replace the weakest coaches when their contracts expire. They never seem to be paid enough to make sacking them a financial boost anyway.
Here's another question that occurs to me as I type this. Shouldn't staff wages be included in your wage budget? When I sign a coach/scout, the contract screen always mentions the budget, but staff are not in it.

I always thought that, seems silly not to include it as sometimes when you have a small squad thier wages can be a sizable chunk.
And the other thing is why do baords set wage budgets they know will cripple the club, I don't think I've ever been at a club where I've been making money if my wages are equal to the budget set by the board.
