I'm often a little over my wage budget, taking a gamble on quick success getting out of my division so that I can keep the finances balanced via promotion, but £30k wages when you have a budget of £3k is insane!
The fact that you only have £3k wage budget implies that you are in a league with very little cash so you will spiral into financial trouble at a rate of knots with a wagebill like that and get sacked whatever you do on the field I'd think!
I prefer to stay as close to the wage budget as I can, but a bit over I feel is fine, just not having a wage total 1000% of what I'm allowed
On the subject of all your players being "rank" - that's par for the course at a club like that - if you look around at other clubs in the division and see that their players are of a similar quality then that is the standard you are playing at to start - you wouldn't expect lots of talented players in general! I'm surprised you were able to get all those bosman signings in the first place though to be honest!
In the CM3 series, I think you could get away with having a huge wage bill, as there would (eventually) always be someone to buy the club, after administration and bankruptcy of course.
I've gone into 0304 with the same philosophy as the majority of the other guys in this forum, trying to keep as near to the wage budget as possible. Sometimes it's difficult, but as has been mentioned, it doesn't give the board the excuse to sack you because of poor financial management.

True, but 18 individuals even on restricted wages is quite a lot of wages total even though I know the limit per player tended to drop more and more the higher your wages went.
I managed to sign 18 bosmans cos I offered each 1 of them "the lot" the highest wage I could bonuses, bells everything so obviously they chose me over other teams in my division.
But there was no point doing that cos now I have to high a wage bill so I'm gonna let aload go on frees so I can sort out the wage bill and have some decent players aswell.
BTW they were all rank even just comparing them to players in the same league
