closing down is the measure of how much your players will put pressure on the opposition. By pressure i mean running towards them and hastling them as much as possible.
Thus, a low setting for closing down means that your players will generally stand off the opposition players, and a high setting means that they will always run towards the opposition player that has the ball in order to force a pass.

this basically means that if you have a low setting for defensive line (e.g. 4 notches up) then your closing down setting should be roughly similar (e.g. 3rd to 5th notch up). This is because you want to get men behind the ball with a defensive line and keep that shape.
with a high defensive line, you want to put pressure on the opposition and not give them time to pick out passes. this is why closing down should also be high so that pressure is put on the opposing players.
