I think you have two solutions.
One was suggested by abramovich which is to go direct and narrow. But its important to have a striker with pace, or to use a target man otherwise this will fall flat. A strong man / pacy man front two would be very helpful here.
The alternative that could also work (depending on your squad) would be to use width as much as possible. Set your crossing to cross from deep and put two big strong centre forwards upfront. Since it is very difficult to use short passing, then lots of crosses into the box would give the larger men plenty of opportunities to get in some headers.
Oh and another VITAL thing in wet weather. Do NOT use quick tempo. This will wear your players down extremely quickly as the running is more difficult. A slow tempo team, with a direct approach is definitely the best formula, although it depends on your squad whether to go wide or narrow.
