I've never seen it happen in Spain. But it has happened to me in Holland, and seems to be quite common there. I was playing De Graafschap and the board tried to expand the stadium and got the local council block at 11k!

Yeah... I've also had my stadium expansions blocked in Scotland and Poofland, but in me recently corrupted Spanish save my previous boards had expanded Lleida's Camp d'Esports from 13.000 to 24.000 and ongoing and Lorca's stadium from 4.000 to 7.000 and they kept improving each year...
