You've probably reached your maximum extension limit (like Highbury or Anfield). Board's gonna have to build a new outta town stadium!!!

About the stadia limit, positive... it happens, at least in Poofland...(Although I have to say that expansions in Spain never seem to have a limit in the game)
About building a new stadium, the answer would be no IIRC... unless there were already plans of changing stadium when you started the game there will be no other stadium in CM03/04...
UELL fan- if both parts of what you say are true then some clubs would be unable to progress into the top division. Surely if that were the case there'd be a torrent of protests on these forums from irate managers!!
My Portugese Div 2 B South team, Louletano have just moved half way through the season into a new stadium, a 30,000 seater with retractable roof. I've not checked the IRL Louletano to see if this was the case, but needless to say, I was shocked and awed.

Having actually checked the nationwide league rules it appears that the Times is incorrect, it should read:
A newly qualified member (i.e. clubs promoted from the conference) must have a stadium that holds at least 4000 , of whom 500 must be seated under cover. Clubs must also show that they have the ability to increase their capacity to 5000 (with 1000 seated under cover) and must do so by May 31st of their first season in the League. After three seasons in the League, all member clubs must have a minimum capacity of 5000 (2000 seated under cover)."
