Imagine: Fat old "scout" of your team, gets 50 quid a week, and gets assigned to go to ass-town 200 miles away. He ponders what would be better - checking that player or having a pint or two down the street in the local pub. Of course he decides for the latter, and spends his last money to get a schoolboy to fake a report for him. Does it matter what's in there? Definitely not, since if people would know him, why would they ask the fat-bloke to scout him?

I think that is intentional. The idea being you sometimes need to scout a player IRL a few times before you really understand his "attributes." I think it's a good way to do it IMO. And I think it is mainly for players who you wouldn't be familiar with at all.

It seems a bit random to be intentional. While I agree that the principle is good,and should be the way it works for obscure players, it isn't consistently applied, which leads me to doubt that it is deliberate.

From what I recall from the GQ days...it was intended, it just might not always work properly, surprisingly .
