This problem that you are describing (slow player development) is one of those bugs that is actually working for the most part as intended:-

This is a bug of perception and user expectations not matched by the game. If you started a career game on an ‘out of the box’ version which you have since patched up the difference in player development will be such that it will appear that something is wrong. On the ‘out of box’ version players developed far too quickly but because this is a bug that works in the favour of the user then people were less likely to complain, particularly given that a lot of gamers like to develop talent.
The thread in the above quote gave an in depth analysis of how players developed in the poster’s save database, a methodology similar to that which SI said they use in testing. So despite the original poster illustrating how he felt the player development model was wrong, SI accepted the validity of his testing but felt the results were as intended. In other words their opinion on how players should develop differs from the original poster’s opinion.
To put it simply:-
Some users see it as a bug. Some don’t.
Some users have experienced it, others haven’t.
SI see it as ‘working as programmed to’ with some minor issues.
As others have said sometimes it just comes down to luck. Whether or not they get generated with a good distribution of attributes for a given CA/PA and whether or not your scouts discover them.
