does anyone know if they're going to change the game for 2007 so that you can vote in awards like player of the month? Or is there something you can get that allows you to do this?

As I have stated it is not possible in 06...

For 2007 though, we really have no idea, it was possible to vote for world player of the year in CM01/02 when you were an international manager, so it is a possibility if they re-work the international module.
