The club you are at and the success you are having will affect a player's decision to go on loan. Also, whether or not someone is listed for loan might affect a decision. For example, if a player is unsettled at a club and wants first team football, they would be more likely to accept a loan than someone enjoying the club they are at.
Also, for instance if you say wanted to loan someone from liverpool, chelsea, arsenal, man united, or someone huge like that, you need to be of a certain quality to get them. As a random example, Thierry Henry would not accept a loan proposal to go to aldershot town over 70s reserves... Alright a bit extreme but you get the idea.
As for suitable tactics - the best tactic for your team can usually be found by YOU and nobody else. I've certainly found that with my lincoln side, it took a while but I've finally found a tactic that is working really well. If you want to, start two new games as wolves, one being your serious game and one being an experimental where you try out different tactics to see what suits your team best. As an example, if you want to play lets say a flat 4-4-2 and use width, you need midfielders with good crossing ability. If you don't have any wingers with this then you need to play narrow and basic things such as that.
Also it is important to consider individual player instructions for a game. For instance if you are using the 3-1-3-1-1 formation then you may wish to try instructing your AM to "hold up play" enabling your striker to get into a good position. My advice would be start a separate wolves game and just try a few different things to see what seems to work well. Once you have a working tactic, employ it into your proper game and see if you get the results...
Also, if you have devised your own tactic then you will know better how to alter it than if you download someone elses that isn't working at all...
