You want to download and install the first linked download, the .exe 32-bit windows @ 858KB. Once done, click on the rar file you have the tactcs in and follow the instructions.

When you run it you will see either some .tac files or a folder. Choose to extract that into the CDocuments and Settings\Paul\My Documents\Sports Interactive\Football Manager 2007\tactics folder and follow the rest of the instructions I posted above.

You need to install it first. Find the icon you downloaded, double-click and follow the instructions. Once installed the .rar icon on the tactics set will change. Then you can double click it.
