Not including Man utd, Chelsea, liverpool, Arsenal, man city, villa and everton. Who is the best team in the prem apart from them lot?

I presume you mean the best to manage with exception to those you have named, hmmm. Pompey/West Ham? Or if you want a real challenge try newcastle

I mean in terms with how much transfer budget/team reputation (how easily players will sign for you)
