I started in Turkey (with large database and all leagues of Greece and Serbia also loaded) and having just one physio in my team wanted to sign atleast an other one. BUT there are no available physios that speak Turkish. And those that already have contract do not want to join my team.
So, is it possible in this situation to sign a foreign physio?!?

It depends on how much of a zealot you want to be. If there are some players in your squad that speak other languages, try hiring one that speaks that other language.
There is also the option of signing a physio from your home country

If you are swimming in money, go for it. I doubt though that a struggling lower league team would write offers to foreign doctors to apply them as physio.

Thank you all. So I guess I'll have to manage with the existing staff (may be i'l just sign one more scout). For a year or so, 'cause only the physio and the scout want to sign new extended contracts. The Assist and two coaches don't want knew contract, which might be good, 'cause they're pretty crap. And I found out that I can sign free scout as a coach, and free coach as an assist manager. But I'll do this next season, if mine are still so stubborn.
P.S. To LFCfan - thanks, but since I am Bulgarian, there is not too many Bulgarian staff in CM. And since no foreigners are allowed in Turkish divisions 2A and 2B, no players from other countries. Just two Turks in the team that have Bulgarian origin (born in Razgrad, BG) and speak Bulgarian language. Funny...
P.S.2 And the team is really struggling - in the 'Fixture' list I checked the odds for all forecoming matches and in only one case we are 'favorites' - at home (but against the same team in away match they are 'favorites'). We'll see what will happen.
