If that were true, you'd play on a patchy pitch, with the spectators standing on shale banks eating mutton-pies, watching a bunch of one-eyed ex-pros with beer-bellies and fag-addictions, and the chairman would be driving about in a Mercedes S-Class, heading for the airport whilst telling you that it's only an oversight that the players' wage cheques bounced and Moira will check it out on monday morning.
My board keep telling me that I've bee over-spending, but the bank balance keeps going up and up. So I think someone's not seeing the big picture.
Of course, on wage budget alone, I am overspending, and by quite a lot, but what the hell, if the team keeps improving.
My current board seem to be struggling with the concept of player discipline too - my players get sent off, i fine them. The board should be gratefull that i am saving them money..... but no, i get a warning not to fine any more as they believe it is affecting morale.
Then what happens? The players behave for weeks until one of my star strikers lands a left hook on his marker, completely un-provoked. Result? Instant Red Card and Fine of 2 weeks wages.... and a warning to me from the board that if i disregard them again then they shall be forced to look for a new manager!!

I don't mind them saying no to the money - if it was balanced with the other decisions. Common sense says to me give me £1.5-2m for buys and the balance for salary.
