The board doesn't seem to account for income during a season - my transfer budget was set at the start of the season at £1k (I was over £300,000 in debt at the time) with the promise of an amount of revenue generated through player sales to be added.
I'm reasonably confident that I'll be set a decent budget at the start of next season, but some of the Champions League money for use during the transfer window would have been nice.
I must admit that I assumed that all boards had been programmed to be stupid.
In my experience, that is about as real life as it gets. I think we can all think of boards of prpoer football clubs who have acted much more stupidly than the AI ones we have to deal with.

A club in the WPL has a very low expected income though on average so I guess it will be next season when they start to take account of your Champions League income.
In 2018 I have transfer funds of ~£20 million now at Ross County on a bank balance of ~£30 million. I don't generally spend much of it, but it's nice to know it is there and has risen year on year with continued presence in the Champs League

But wouldn't you expect that in January, following ridiculous prize money for qualifying for the CL groups, combined with 50%(?) of the gate receipts for visits to Galatasary (Qual2), Real Madrid, Celtic & Benfica (Groups - I got a whopping 1 point ) I could go cap in hand to the board and get, say, £500k for some new players???
