Yes, yes. I meant pelmeni, but the dictionary didn't tell me the translation.
There's no need for vinegar, i'm quite sure. They are served with sour cream and boulion. Good tasty boulion is an important thing.
Another great thing-of-a-like is "manty", but i don't know a correct translation for them...
