Not sure wether I should post this here, but as the general questions forum is strictly FM...

A couple of months ago I started an Asian llm-game in CM03-04, and I was surprised to see that you couldn't promote from Korean 2nd div, nor relegate from Korean div1.

Is this an error, or is it IRL the same?

It could very well be. There is no promotion/relegation in the US.
