Since there's no other way to find staff, just go to the staff search screen and look for out-of-a-job guys. Having the same language is certainly on my mind, but if i'm desperate i might just sign random carp. Nothing else comes to mind now, but it's 6:30 am here .
About job offers, it's very easy to get one even after a few months of action. (This porbably has something to do with the 'unproven' reputation, which is higher than a very poor one, but it's pure guesswork). You have to ask yourself if you deserve that job. If the answer is yes, just go for it.
I often jump straight back into the conference after a few seasons in higher leagues. Maybe it's not entirely realistic, but it's my game and am enjoying it this way

You could join whoever you want. It's more the way of playing the game that matters. Managing ManUre or reaching the Premiership doesn't mean you stop behaving like a LlaMa.
Remember lucobras, it's important that the Coaches speak the same language as the players. Otherwise you get the old "Empire Spirit" of English Coaches speaking loudly and slowly in order to make the foreign johnnies understand
As for other jobs, CM tends to be slightly over-generous in the job offers it hands out in CM03/04, so try to be a bit realistic with it.
For instance, is it likely IRL for ManUre to offer Sir Alex job to the Manager of Morecambe after two promotions?
I'd hazard a guess not.
As a rule of thumb we'd normally feel it's okay to apply for a job in the Division above our current one, but if a Club offers us the job without our application then it's pretty much fair game.
You can apply for jobs below your current Division as and when you see fit.

Just two points I would like to add in regards to signing staff. As the other LLMers have said, I look for staff that can talk the same language as me and the players (Not a problem as I am always managing in the UK). Also, I find the minimum wage that some staff wanted on older versions of the game were unrealistic, so I would tend to offer my staff the around minimum wage+ of England. If it was a Coach, I would offer him a bit more than a Scout and an Ass Man will get more than the Coach.
That is just the way I have decided to plau the game, but 03-04 seems to have cut out the silly £70 p/w wages. The other is not to use too many filters in the "Staff Search"

Port Vale always do really badly in CM4 / 03/04. I think the English Leagues researcher must really hate them. They're nearly always relegated in the first season, and indeed, I've seen them have successive relegations so that they drop out of the league and then the Conference ASAP. <HR></BLOCKQUOTE>
Why does that never happen in any of my 01/02 games I've played, except for one - the Billericay adventure.
More often than not when I play, they get into the Premier League.
Or maybe my computer has a Potteries affinity, as Stoke often go that way too.
