I'm playing in the English Prem as a newly resurgent Leeds, but without much of a transfer budget. In January I can offer foreign based players an advance contract to sign with me in the summer, but can't offer other Prem players. Is this correct in real life? I thought anyone could discuss contracts with anyone else once there were six months left. Lost two players to lesser foreign clubs already.

You can only approach domestic based players when there are a few weeks left, the exact time escapes me but I think it is either 4 weeks or 6 weeks. The 6 month rule only applies to foreign players.

Correct. The only time you can approach them is 6 weeks before the end of their contract in England.
