From what I've read around here, people mainly use feeder clubs to send foreigners there until they have a permit/nationality.
I'm playing in Italy, which doesn't let you sign more than 1 foreigner per season. I have 3 Italian feeder clubs, so I thought I'd be able to buy a 2nd foreigner and send him there until he gains nationality (they had no foreigners, it's a lower league club). Instead, the transfer was just cancelled.
the 2nd foreigner would still be classed as "your" player, as he is only on loan to the feeder club, you are still paying his wages, therefore he belongs to you...
I don’t know for England but it doesn’t work like that in England.
When a foreigner doesn’t receive a work permit from the authorities then I’m still able to sign the guy.
However, I will not be able to play any kind of matches with him. I send such guys to a daughter club in countries like Spain where they can get the Spanish nationality in 2 years.
This is useful for young players, who have to develop anyway…
Italy don't have work permit rules as far as I'm aware, they just have rules, as the original poster says, on the number of foreigners you can sign in a season and that is a fixed quota. Whether you would then send them out on loan or not is irrelevant.

As well as the one player from south america rule Italy also has a rule (or they did in previous versions of the game) which says that there is a limit on the total number of non-eu players that can play in the serie a at any one time. I believe this limit is 60 so perhaps you have reached this limit.

Don't think it's that. Its because he tried to sign 2 foreign players - the rules state he can only sign one.
