I wouldn't mind a system where you can use your feeder clubs to sign players for you, i.e. you find a talent, and have your belgian feeder club sign him, and you pay the fee, taking up his registration once he gains citizenship...

The rule in Italy is that you can only sign one foreigner a year from non-Italian clubs.
If they already play in Italy, no problem.
