I have got Kerlon in my Liverpool side. I got him in my first season when he was 18 years old. He has a 20 in Freekick and he is the best in the team. But surprisingly he seems to prefer to pass the ball to a team mate instead of going for goal even from scoring position. If I use Alonso or Riise, they seem to go for goal more often.
I am now in my second season and Kerlon is really playing well, much better than the 1st season. I have also observed that the ratio of direct freekicks have increased although still he sometimes prefers to pass.
1. Is there any player instruction which will allow him to go for goals more often? Or,
2. Is it due to some secondary stats like decision? He had 13 in 1st season and now it has improved to 14. Or,
3. It's just the age factor?
I have tried tweaking with creative freedom, but with no result. Comparing the player instructions from other freekick speacialists, I don't see any reason why he won't go for goal from a scoring position.
I find that putting players on forward makes them stand around the area or next too the free kick taker, i always used to put my dc on forward untill i noticed that my freekick taker would pass to a dc for a strike! errr. So i played with it and found that putting players on challenge keeper, this makes them go up tight too the other teams defence and wont get involved with your free kick, put 1 on disrupt wall, But if you have some great long shot takers like gerrard, carlos, if might be worth putting them on forward to take a second choice long shot option.

Has he got a good long shooting stat? If he doesn't , that might be the reason why.
Otherwise, go to his positions page and see if he has any preferred moves (like prefers to look for the pass rather than shoot - don't know if there are any ones like that for free kicks though). I'll take an educated guess that Alonso and Riise have preferred moves along the lines of 'hits free kicks with power' and 'takes shots from distance'.
