Quick question...what purpose do they actually serve?

They concentrate purely on your reserves and youth team.

A good youth coach should have a good rating for 'working with youngsters'.

Yes, but what is the point in hiring a coach who will only take care of the youth team when you can just hire a regular coach instead?

And what does the "Working with Youngsters" attribute actually mean?

Well you don't HAVE to employ Youth Coaches if you'd prefer not to. I suppose a Y.C. dedicated to your Club's youngsters and nothing else could mean better/quicker improvements in those youngsters but I've no proof of that, ultimately it will depend on the quality of the Y.C. Maybe they're an expensive luxury a lot of teams cannot afford.

I suppose "working with youngsters" means exactly that, a high rating in this category would suggest, to me, that the coach has the ability to communicate and get the best out of them.

I`ve been thinking pretty much the same thing as you, Der Bomber. I usually employ youth coaches with high working with youngsters attribute and I do not consider his other attributes so much. Then I just set him to work with the youngsters on all categories, hoping that this will give him as much influence over them as possible. However, I don`t know if this serves any purpose at all, or if it is only, as you suggest, an expensive luxury.
