Why do the AI teams always accept a lower offer from other AI teams but except me to pay over the odds. I've already tried to negotiate and re-negotiate and even negotiate again. But nothing works.
He might have been unhappy and got himself transfer listed. He'd be available for cheap if thats the case. Best thing to do is to put him on your shortlist. That way, if he demands a transfer or if any other team makes a bid for him, you'll be informed about it. You can then table a similar bid and they'll probably accept it.
i've noticed that the AI teams nearly always offer a percantage of next sale when buying a big name player from another AI team, which probably makes them more incline to accept offers.

All you had to do was get a scout report on him as soon as Barca made the bid. They would have come back with a price and if you bid around that amount, they would have accepted. As soon as another club makes a bid, you should do the same. They'll probably come back with some negotiated price.
