Arsenal would have to be the best (keeping any bias aside). Denilson, Merida, Lansbury, Barazite, Nordtveit, Song, Djourou, Traore, Walcott, Bendtner, Murphy & ofcourse, Vela are all potential stars.
Barca have some great ones too. Dos Santos, Bojan, Iago, Olazabal, Thiago, Assulin among others. But Arsenal does take the cake.

As well as Bojan and Dos Santos there is of course Messi who remember is only 19 and becomes the best player in the game by some way. And in FM08, the attacking players (especially wide ones) are heavily favoured in the engine (just my opinion) so here you have the best attacking prospects in one team.
I am Valencia who are excellent, but mainly due to the fact that we have Albiol, Silva and Manuel Fernandes. But with only one of these (Silva) being a true attacking midfielder, it is not as good as Barca (get the researchers sorted out and give Los Ches a few more in FM09 )
p.s. I agree with theincrediblehulk that Arsenal have some great young players also, but the difference between them and the ones from Barca is - you can sign the ones from Arsenal if you are a pretty big club. The ones from Barca are almost impossible to sign.

Definitely not Parma... Valencia have very good youngsters and all of their stars are only mid-20's, but Arsenal and Barca have the best youths by far. Barca has Bojan and Dos Santos who are basically guarenteed to be world class. They have other quality youths like Asulin and Iago too. Arsenal have Vela, and a bizillion -9s so some will inevitably turn out good.
Juventus, Liverpool, Manchester United have good youths as well.

I can't agree about Lverpool... Now, I'm managing them, they don't have any potential starts in reserve or under-18... In squad, Babel, Lucas is good but not enough to be a world class profle...

Lucas is. And that keeper Bouzanis (sp) in the reserves is immense after a few year.

FM08 is the first time that i've had a chance to play the game since FM05 and being a die-hard Manchester United fan I find it difficult to enjoy managing any other team as much. I am amazed at how many good young players there are compared to the old FM and CM games. I used to be lucky if there was one that was showing promise. But on FM08 there is plenty especially at CB where Pique, Evans, Cathcart and suchlike mean that it'll be a while before I have to consider central defensive signings. Although I do believe that some of the youth systems are superior. Such as Arsenal's (obviously). Chelsea have a few decent players (such as Mancienne) coming through also.
