If the fact that you know the player from previous experience doesn't affect your decision to buy him (reasonably big if) - buy away.
If, however, it means you're more likely to sign him than the next player the scout recommends as highly as him... well, maybe you'd better reign your excitement in.

This is where I have some sympathy for those who will not buy any player that they have previous knowledge of, as trying to evaluate the player against other possible signings without involving your previous knowledge is a very hard thing to objectively do.
I have to say, however, that in my experience it's not a dilemma that has come up a great number of times.
If a scout recommends two players of equal rating, and I know one of them from a previous game, unless the "known" one is miles cheaper (i.e. the one I can afford), I'll get the other one. Only partly due to ethics, primarily because chances are his stats will be random and he'll not be the player I remembered anyway. I don't want him to turn out crap this time - I like to have fond memories of players that have done well for me
simple, as long as the scout actually finds them, and you are unsure if it is cheating, offer then a trial/loan. If they then impress offer a contract. Also remember most youngsters in the game could have amazing (for LLM) ability in one save and then be carp in another, the potential reached and current ability are very random for the unknown non-established players in the lower echelons of football.
