A little lost. How do you add the other leagues from the same country. For example i choose England and i choose the Premiership. But once i started the game i see no other leagues in England. Why? And the same for the foreign ones too. How can i change this?

Looks like you chose only the Premiership. You'll need to activate any league you want to be able to view, either as "playable" or "viewable only".
For example, I run these all as playable:
All English Leagues
All Scottish
Italian Serie A/B
Spanish First Division

If you would like to "see" the other leagues in England, yes you do need to select them (down to Blue Square North/South) before you start the game as "playable." That's the only way if you're talking about the same country you're looking to play in.

Remember that you can't add leagues to a game that you've already started.
