I want to start new game, but as a club that can bring in south americans, and eastern europeans, and get work permits for them. What countries/clubs allow this.

Atm im thinking someone like CSKA Moscow, will they get brazilians, polish, turkish and french?

Anyone without Russian or Belarussian citizenship will be considered foreign. As such, they will be subjected to Russian rules around team selection, and will require work permits.

Any clubs outside the work permit laws?

Like why we loan players out to affiliate clubs in belgium, are there any other clubs. I have a list of all the best young players in the world
about 50 of them. Most are south american and under 18, the rest are western european and east european. I want them all, maybe the best way would be to become a brazilian club? but then im missing out on players like Sultan Cem and aaritalo

I think the British leagues are the only ones that demand work permits for the players. Most other leagues allow you to buy whoever you want, but may have limitations as to how many foreign (note: inside the EU, EU nationals are not considered foreign) players you can field either in your line-up or during a season.

I think Portugal has some kind of deal with Brazil and the other former Portuguese colonies that allows the clubs to field as many players from those countries as they want, so you could check that out.
