I was trying to make a config file for the game, but I cannot configure the file into the game, due to it being a .txt file and not an XML document, and I was wondering if anyone knows of anyways I could convert the file to XML format.

No need to convert, just follow proper xml syntax in a notepad and save as 'whatever.xml', be careful and observe that the file type should not be 'Text Documents (*.txt) files', change this to 'all files'.
