Hey guys. I'm new to Football Manager 2006 and was just wondering what this FM Scout does. Would like to know before I download/install. Thanks for any help.

It lets you view all of the stats of players staff, and teams in your save game.
It's interesting as it can be used for both cheating and research.

whats the CA and PA got to be set at to find a wonderkid, cant seem to get it right

CA doesn't matter yet
try for a PA as high as 190 or higher

Heres a tip if you want to find the future best player in YOUR game.
Set Potential to 185 --> 200
Set Consistecy to 14 --> 20
Set Important Matches to 12 --> 20
Set Age to 0 --> 18
I always look for players with high Important Matches Ratings because it means if I get into a cup final or Iam playing a match that could be vital to me winning the league, then I can count on the player to play well.

I suspect that FM Scout, as in previous versions, only handles values/sale values in british pounds sterling - so if your game is set to show euros or any other currency, the values in FM Scout won't match.
