You could try avoid this by making Brazil part of the European Community. I have no idea if that will work, but that is the only thing that comes to my mind right now. (Regarding that subject. Another thing in my mind right now is that I need some sleep.

alternaively use a real time editor to change the nationality of the player you want to an Eu country or just the country you are managing in then he will come

The rules of each country are hard coded into the game and cant be changed but you can change the nationalities with an editor.
