Default How to put someone in charge of reserves?
After playing the game for a day or two, I happened to look at my reserves and it would appear that I have only 5 players left and no games scheduled.

How do you assign a coach to be fully responsible for buying / selling players and picking the team/tactics i.e. having full control and letting me get on with the first team business?

Goto your manager options and have your assistant manager or coach take charge of the games.

As for buying and selling thats still your job.
