Potential Ability is a value that is hidden from you in the game. You will need to use a 3rd party tool such as FFM or Genie Scout to view it. You could also try the editor and look in the database.

I wouldn't worry about PA. This attributes are hidden for a reason and PA doesn't really mean anything other than the optimal level a player could ever reach.

You can get the same information from a good scout.

You can use the Data Editor or a Scout program like FM Genie (still beta) or Mini Scout.
