I'm in my third season now and i was wondering where people find the best regens. My Sunderland youth team won't produce many regens that are any good.

Depends on what leagues you've got loaded really. Brazil & Argentina are always the first 2 places you should look as they produce excellent regens. If you're a mid/lower table team, Scandinavian countries are a good shout as well because they produce decent/good players who you can get for ridiculously cheap prices.

Big clubs like Arsenal, Man Utd, Barcelona, etc.
I'm not sure if it's always the same, but Poland are great at making regen goalkeepers on my game.

Brazil and Argentina produce amazing youngsters, but I always seem to have a lot of difficulty acquiring work permits.

I find Italy and Spain are good for them.

Thanks for the advice guys. I only have England loaded up so I probably wont find many good regens in South Americian countries.

Also how's the best way to go about signing these regens. They are all intrested in joining me but then sign a new deal with their club?
